Sonoma Fire Updates

The Tubbs Fire, a 20,000 acre wildfire, is burning in the area of Highway 128 and Tubbs Lane. A state of emergency has been declared as thousands of lives are threatened and 50 structures have been destroyed.

The Sonoma County Sheriff’s Office has lifted all evacuation areas within the City of Sonoma. There are still mandatory evacuations and restricted access in Sonoma Valley in areas outside the City limits.

From the Sonoma (Broadway) Post Office:
In an effort to ensure the safety of our employees and the mail from the ongoing firestorms in the surrounding area, the Post Office is temporarily providing service for the following areas from the 617 Broadway, City of Sonoma facility:

Sonoma, Glen Ellen, El Verano, Eldridge, Boyes Hot Springs, Vineburg, Kenwood.

Where and when it is still reasonably safe to do so carriers will still attempt to deliver as normal on their routes.

If you receive a notice left slip, or if you are located in mandatory evacuation area, or if it is no longer reasonably safe to deliver at your address, or if you have a PO Box at any of the above listed facilities, the mail is being held here at this facility where you may pick it up.

The hours at 617 Broadway, City of Sonoma facility for mail pickup are as follows:
Monday – Friday 9AM-5PM
Saturday – 10AM-2PM

Volunteering and Donations

Thanks to a great turnout of willing volunteers, the Sonoma Valley volunteer center operated by the Sonoma Community Center now has enough volunteers in its registry to meet upcoming local needs. Local Assistance Center (LAC)

The LAC is a one-stop local assistance center that will be able to help residents with a wide range of services when the immediate fire threat has passed. This center will help with services like insurance claims, short-term lodging, clothing, animal services, and clean-up information.

The LAC will be open from 9 am to 7 pm daily, with the last entry at 6 pm so people have time to access all services available.

All individuals are welcome at the LAC regardless of documented immigration status.

What to Expect When Returning to Areas Impacted by Fires

When the evacuation order is lifted, only neighborhood residents will be permitted entry into their neighborhood at that time

– As neighborhoods are reopened, registrations locations where residents can receive a re-entry pass for those neighborhoods will be announced.

– You must provide a form of ID to register; accepted forms of ID are listed at srcity.org/recovery

– If you do not have ID, the Local Assistance Center (LAC) can help you obtain an ID. The LAC is located at the Press Democrat Building – 427 Mendocino Ave in Santa Rosa.

– Once registered, a map will be provided with access points identified for each neighborhood as well as safety kits and instructions for safely visiting and searching for things on your property.

– Access will be provided from 10 a.m. – 5 p.m.

Be Prepared: Have your ID ready and wear protective clothing

– Wear protective clothing, including sturdy, closed-toe shoes, long-sleeved shirts and long pants.

Re-entry kits, safety instructions and debris disposal

– A re-entry kit will be provided for residents who want to sort through, search for, or assess damaged property.

– Safety instructions for protecting yourself from hazardous chemical and conditions will also be provided and should be followed.

– Debris bins will be distributed throughout the neighborhood.

Support services will be available in each neighborhood

– Law enforcement, including the National Guard, will ensure safety and security.

– Emotional support services from County Mental Health providers, the faith community and law enforcement chaplains will be available.

– Insurance specialist to provide information about how to document and file claims with your provider will also be on site.

– Information about resources for disaster assistance will be made available.

Recap From Today’s Santa Rosa/Sonoma County Fire Press Conference 

Fire Updates

  • The Pocket Fire is being held on the south and west sides, however it is creeping towards the east.
  • The Tubbs Fire is active on the northeast side of the fire, near Mount Saint Helena.
  • Last night’s wind caused the Nuns fire to grow despite monumental efforts from firefighters.
  • A fire, classified as part of the Nuns fire, started to the area north of Oakmont on Friday afternoon. Firefighters are holding the fire at HWY 12. The fire is also approaching the northeast side of the City of Sonoma, and the strategy is to hold the fire at its current location.
  • Fire investigators continue to work diligently to determine the cause of the fires.
  • Red Flag Warning remains in effect and has been extended until 8 am Sunday. Stay alert.
  • The Nuns fire is currently at 47,106 acres and is 25% contained. Total acreage for the Central LNU Complex (including Tubbs, Pocket, and Oakmont Fires as well as Nuns) is over 94,000 acres. The Nuns fire has continued burning in its south and western portions.

Evacuation Center

The evacuation center at SVHS remains open. The volunteer center is open today at Bank of Marin on West Napa St. from 9 am – 1pm.
We’ll be posting further updates as we have them.

Mutual Aid

  • We currently have resources in from across the nation with more on the way.
  • There are over 3,000 firefighters in Sonoma County working 24-hour shifts to contain the fires.
  • The Sonoma County Sheriff met with California Governor Jerry Brown this afternoon to discuss resource allocation.

Law Enforcement

  • 101 Northbound at Bicentennial has been reopened.
  • Kaiser Permanente Hospital is close to reopening.
  • Sutter Hospital remains closed.
  • Law enforcement has been essential in helping with evacuations; law enforcements assistance has enabled firefighters to focus on fire suppression while law enforcement partners conducted evacuations.
  • Evacuation areas that are closed are currently being patrolled by 600 members of the National Guard. Some areas in Santa Rosa with evacuation orders have been reduced to evacuation advisories.
  • Santa Rosa Police Chief Hank Schreeder thanked Santa Rosa residents in Rincon Valley for being prepared and evacuating in an orderly manner that enabled first responders to continue their efforts to battle the fire.

Fatalities and Missing People

  • There have been 20 fatalities in Sonoma County related to the fires.
  • 1,643 people have been reported missing, of those 1,420 have been located safe. 223 individuals that have been reported missing remain unaccounted for.

Looting

  • Looting and other crime will not be tolerated. Law enforcement will maintain a heavy presence in evacuated areas to assist people and protect property. Looters will be arrested. Five arrests have been made to date.
  • If you see looting in progress, please call 9-1-1.

Distracted Driving

  • Law enforcement’s goal is to make sure people return home safely. Do not drive distracted. If you need to use your cell phone to contact a loved one, please pull over.

We understand you are anxious to return to your homes, but if your home is in a mandatory evacuation area, please do not return home until the evacuation orders have been lifted. These areas are unsafe until they have been assessed by fire, Sheriff’s Office, and public utilities personnel. Passes, “red tags,” or “red cards” are not being issued for admittance to these areas. Escorts are not being provided for access to these areas.

The HALTER Project (aka Julie Atwood) is able to enter hot zones to conduct welfare checks on animals sheltered in place. The HALTER Project is set up to bring water, feed and assess conditions. Community Meeting Recap
The fires are still very active. More areas were evacuated last night in Sonoma Valley and up to Calistoga Rd. Officials are asking the community to please be patient as crews battle these flames and to listen to the emergency responders.

Cal Fire and the National Guard are checking homes to determine if conditions are unsafe, electrical lines are secure and that gas is turned off. The county and city building instructors have already made 1,900 building inspections.

Cal Recycle will come in using state and federal funds for cleanup purposes. More information to come.

Local Assistance Center
This is now open at the Press Democrat building at 427 Mendocino Ave. This will serve as a one-stop shop in emergency assistance, replacing documents, housings etc. The LAC will be open from 9am-7pm for at least two weeks, likely longer. Parking is free off of B St in the city lot. The site is wheelchair accessible. Spanish translators and a children’s play area will be available. There will be a second LAC in the Sonoma Valley this upcoming week. We are waiting to hear where it will be located. You can contact the Sonoma County Community Hotline at 707-565-3856 for more information.

Temporary Housing
A team from the county and city are currently working on options for emergency temporary housing options in the next few months. Once sites are cleaned up, staff will expedite the rebuilding of homes.

Mail
USPS is holding all mail at this time. Coffee park can up mail at the Roseland Post Office. ZIP Codes 85404, 85405 and 85409 can pick up their mail at the main post office downtown. Sonoma can pick up mail in CASA Grande in Petaluma.

Property Taxes
There will be a mass reassessment for property taxes. Under Prop 13, the tax base will remain the same after rebuilding.

If you are in a damaged zone, your bills will be adjusted and then emailed. If you’ve already paid, you can stop the payment or receive a credit. You will receive a small period of deferral. You can contact the county – LAC on Mendocino or a tax collector via their email address or 707-564-2381.

GARBAGE SERVICE: A special garbage collection will take place, in the re-populated areas only, on Saturday, October 14. As your garbage bins fill up, you may use any bin (even recycling) for general waste for this special pick-up only. However, all trash MUST be in a bin, debris left on the curb will not be picked up. General waste does not include hazardous materials, they must be disposed of properly, see http://www.calrecycle.ca.gov/ or http://recyclenow.org/. On Monday, October 16, regular pick-up services and schedule will resume.

DANGEROUS CHEMICALS: Asbestos, heavy metals, by-products of plastic combustion and various other chemicals may be present in your home and neighborhood.

FOOD PRODUCTS: If your refrigerator has been non-operational for an extended period of time, the food inside it has gone bad. When in doubt, throw it out! Use gloves and safety glasses.

ELECTRICITY: If electricity is off, before turning it on, make sure all appliances are turned off. Once you are sure all appliances are turned off, there is no fire damage to your building and the meter does not have any visible damage, you may turn on the main circuit breaker. PG&E: 800-743-5000

PROPANE FIRE DANGER: Call provider to inspect tanks and relight pilots. If you smell gas, shut off valve immediately. Please don’t be the source of an additional fire in your community!

WATER QUALITY ISSUES: Water and sewer service in Santa Rosa has not been affected, with the exception of two isolated areas in Oakmont and Fountaingrove.

UTILITY WORK AND TREE HAZARDS: When returning to your community, please be aware of utility workers on the road in addition to potential falling trees. For tree hazards: Recreation and Parks, 543-3770. For general road debris: Public Works, 543-3800. For water and sewer: Santa Rosa Water, 543-4200.

It is with a heavy heart that I report this information.

It has been brought to our attention that an arsonist was seen along Westside Road with a flare; when the grape grower arrived and saw smoke, the arsonist fled and unfortunately was not caught.

Please be advised of this critical information and report to the authorities right away if any attempts are made or you suspect suspicious activity in your area.”

Emergency Information

Sonoma County has created an emergency home share program for providing emergency, temporary housing for fire victims who have lost their home or cannot return home due to lack of power, gas, etc. Compassionate home owners throughout the North Bay have offered their homes for 2-4 months and longer. Breathe safe! Sonoma County Dept of Health Services recommends you follow these healthy habits (En Espanol abajo)

  • Stay indoors as much as possible.
  • If possible, seek shelter in buildings with filtered air OR move to areas outside the region less impacted by wildfire smoke until smoke levels subside.
  • Keep your windows and doors closed unless it’s extremely hot outside. If you don’t have an air conditioner, staying inside with the windows closed may be dangerous in extremely hot weather. In these cases, seek alternative shelter.
  • Run your home or car air conditioner on recycle or recirculate. Keep the fresh air intake closed and the filter clean to prevent bringing additional smoke inside.
  • If you or your children have asthma or other lung disease, make sure you follow your doctor’s directions about taking your medicines and following your asthma management plan. Call your doctor for advice if symptoms worsen or consider leaving the area.
  • For those who cannot avoid being outdoors in a smoky environment, the use of particulate respirators, sometimes referred to as “N95 masks”, can help reduce exposure. N95 or P100 respirators can help to filter out particles, but they do not remove irritating chemicals contained in smoke

Fire Damage Property Tax Relief
Officials are developing corrected 2017-18 property tax assessments for properties damaged by the fires. “Once the fires are out, we will work with Cal Fire and our local fire departments to identify all properties with over $10,000 in damage,” said Clerk-Recorder-Assessor William Rousseau. “The information will aid us in applying large scale property tax reductions without taxpayers needing to file paperwork with our office”.

Local Assistance Center to be Activated

While we may never be the same, we can begin to move forward. The City is working with the County to establish a Local Assistance Center (LAC) which is a one-stop location where those affected by the Sonoma County fires can go for essential resources and assistance. Representatives from City, County, State and Federal agencies will be available. Residents and business operators can prepare now for this opportunity by collecting any personal documentation and paperwork they may have available, such as insurance policy numbers, birth certificates, driver’s license, social security card, passport, veterans’ information, etc. It is helpful to have this information available but not required in order to receive assistance. Assistance Center:
• Emergency response officers are working to create a local assistance centre that will help residents with a wide range of services when the immediate fire threat has passed. This centre can help with services, short-term accommodation, clothing, animal services and cleaning information.

  • Firefighting efforts over night were extensive and were aided by low winds and higher humidity.
  • There continues to be no fire activity within the City limits.
  • The only evacuation area currently within City limits is a Voluntary Advisory evacuation area north of West Napa St./East Napa St. There are no mandatory evacuation areas in the City at this time.

There are currently NO recommended, voluntary, or mandatory evacuation orders for the City of Petaluma, and no immediate danger to the City of Petaluma. However, the fluid nature of this incident means the situation may change on short notice. Contrary to recent media reports, the City of Petaluma is recommending that all its citizens take prudent precautionary measures (for example packing a “go bag”) and develop personal contingency plans in the event evacuation becomes recommended or necessary.

La Luz Center at 17560 Greger St. will be open today (Wednesday) from 5pm to 8pm for dinner. Come by for a meal, to charge your electronics, use the Wifi, pick-up masks, pick-up toiletries and connect with others.
If you need shelter go to Sonoma Valley High School. If you need masks, water or a hot meal, try La Luz.

The previous areas in Agua Caliente were originally reported as a mandatory evacuation. This is a voluntary evacuation area. Residents in Agua Caliente, particularly Cavedale, Moon Mountain, Kearney, La Placita, Richards, Theodore, Hooker, Oak Tree, London and E Agua Caliente Roads are under a voluntary evacuation.

All residents in Agua Caliente should be prepared for evacuation and keep a close watch on the situation.

This raging firestorm is ravaging Sonoma County, and has destroyed more than 2,000 structures and rapidly burning tens of thousands of acres in the first 48 hours alone. Countless numbers of people have lost absolutely everything. The devastation has been described as apocalyptic.

After the frenzy and chaos of a devastating disaster like this one passes, the long road to recovery and rebuilding begins—and it is here that philanthropy can play a distinct and critical role.

In recognition of their critical role, Community Foundation Sonoma County (CFSC) has launched the Sonoma County Resilience Fund to address the mid to long-term needs of our community. As funders with over 30 years of experience in grantmaking in Sonoma County, they will rely on CFSC’s thorough due diligence process to identify and vet organizations to receive funding. While CFSC cannot yet predict what the greatest needs will be, in other communities recovery efforts have included basic needs as well as longer term economic, health and social supports. Examples have included support for renters, case management services, animal welfare and capacity-building for nonprofits taking on new or expanded roles in disaster relief.

Words cannot describe the tragedy that has occurred in our community. Our thoughts and prayers continue to be with everyone affected by the fires. It is times like these that we need to unite and be there for one another. As we understand many people are heading South to escape the current air conditions, we would like to extend Ram’s Gate Winery as a place of respite. We are incredibly grateful that our winery is safe and unharmed, and we will be opening our doors today from 9 am – 5 pm for anyone in need. FIRE UPDATE FROM THE CITY OF SONOMA

The City of Sonoma is working in support of local fire protection personnel from Sonoma Valley, Schellville, Kenwood and Glen Ellen, along with local law enforcement, who continue to battle six fires in Sonoma Valley as the response effort enters its third day.

CAL FIRE is now overseeing the fire response in the Valley in cooperation with these and multiple other local agencies. Updates on the fires can be found at http://www.fire.ca.gov/current_incidents. The multiple fires most closely affecting the Valley have been combined as the “Southern LNU Complex”. As of late Tuesday afternoon, CAL FIRE reports that “these fires continue to burn in steep rugged terrain and heavy fuels. Currently winds are out of the southwest. Residents are advised not to return to mandatory evacuation areas. These restrictions are in place both to ensure safety of residents as well as to provide access for emergency personnel in critical areas. Life safety is the top priority.

The Sonoma Police Department and Sonoma County Sheriff’s Department staff are being supplemented with mutual aid from other agencies, who are assisting with intel on fires, responding to incidents, providing traffic control around evacuation areas and providing security. Tonight, staff from Bay Area and state law enforcement agencies will be providing additional support in Sonoma Valley.

The City of Sonoma opened its Emergency Operations Center (EOC) early Monday morning to coordinate resources locally and regionally in cooperation with Sonoma County. The City and the Sonoma Valley School District are working closely together on evacuation centers. The center at Sonoma Valley High School is currently serving the general population. All Sonoma Valley public schools are closed this week.

The Sonoma Valley community has been extremely generous with donations and volunteering. For those who want to help, the following guidelines are provided:

• Volunteers are asked to register at the volunteer center that has been established at the Sonoma Community Center and is open from 9 am – 5 pm. This allows for assessment of skills and availability so that volunteer time can be utilized effectively.

• Donations from our generous community have been abundant. Currently, the evacuation centers are well supplied and storage capacity is very limited. As additional needs arise, specific information will be posted on the City’s website and facebook page https://www.facebook.com/CityOfSonoma/. SVTV (channel 27) is also sharing updates.

Air quality is likely to stay poor and unhealthy for an extended period of time. “If you have the opportunity to temporarily relocate to family and friends outside of the affected area, we encourage you to do so,” said City Manager Cathy Capriola. The firefighting effort will likely continue for a number of days.

“The extent of the fire damage will require a long-term, well-coordinated recovery effort,” said Capriola. “We’re so proud of how our community has come together through this unprecedented tragedy. The City of Sonoma is committed to supporting our recovery and the well-being of our community.”

CURRENT UPDATE ON SONOMA VALLEY AND CITY FIRES

This is an update on fire situation in Sonoma Valley and City of Sonoma as of 9am on Tuesday, October 10, 2017.

The City of Sonoma’s Emergency Operations Center is open and operational. We are coordinating our response with County of Sonoma.

The mandatory evacuation areas are still in effect. The mandatory evacuation areas are:

  • Kenwood community
  • Glen Ellen community
  • Sonoma Developmental Center, Madrone Road and Sobre Vista neighborhood
  • Cavedale Road and Trinity Road
  • Wall Road (Napa Co)
  • Norrbom Road and Mission Highlands area
  • Gehricke Road
  • Lovall Valley Road and Wood Valley Road east of Old Winery Road

We understand that residents from these areas want to check on their property, so we will we be evaluating these locations throughout the day and lift the mandatory evacuations if possible.

The Sonoma Community Center is open and registering volunteers.

  4. Keep an eye on your neighbors houses. We are hearing rumors of looters driving through town looking for empty houses.

  7. IMPORTANT:
    If you have homeowners’ or renters’ insurance, you may be covered for living expenses due to a mandatory evacuation during a disaster. CALL YOUR INSURANCE COMPANY TO VERIFY. These expenses may cover a hotel and even restaurant food, due to loss of cooking facilities.

The Tubbs Fire has now burned at least 30,000 acres of land, including parts of northern Santa Rosa. There are no current containment estimates. As many as 20,000 people are affected by evacuation orders.
